Mr Tan said he would report the concern I had expressed over legal arrivals. He said we could be confident that illegal figures would continue to decline. During his recent visit to Canton, he had seen evidence that the campaign against illegal emigration was being pursued vigorously at local levels and strong measures were being taken against syndicates and corrupt cadres. I mentioned a rumour that boats were being covertly built in Haifeng County to be used for illegal emigration, He thanked me for the information but added that he doubted if this was a serious threat since he knew of measures already being taken against cadres in this County who had sold old fishing boats to illegal emigrants.
