The Director of Immigration has examined the case again, looking for any special grounds which might warrant the approval of M-
application but has found none. is an indepen
hale. His family live in India. He has visited Hong Kong before but has no claim on Hong Kong by way of past residence. He has applied to take up a managerial position but his experience is limited to that of a trainee in the sorting, grading and appraisal of precious stones. The exact period of training is not known but since he graduated from the University of Madras in September 1977 and entered Hong Kong as a visitor in May 1978, the period cannot be more than 8 months. The company is a small family concern with a moderate turnover.

The petition states that the petitioners have the intention to establish, "with or without investment participation from Belgium, a light steel cutting business to weld and make all accessory imple- ments normally used in the jewellery trade in the world", and that an initial authorised capital of some HK$1 million is contemplated. This proposal was known when the application was first considered by the Director of Immigration and was taken into consideration by the Department of Trade, Industry and Customs when their assess- ment was made.
