8. I therefore recommend that the Governor should be authorised
to go ahead as he has proposed. A draft Saving telegram is
attached (I would pass the gist by secure telephone).
9. Because the subject is one which could come up during
the Secretary of State's visit to Peking Lord Goronwy-Roberts considered that Dr Owen might wish to see my original submission of 23 February (I withdrew it before it reached the Private Secretary).
Since the Chinese have now made proposals themselves, the approach which the Governor has in mind is more a continuation of an existing dialogue than a new and significant initative.
I therefore doubt whether the Secretary of State need be bothered at this stage. I have confirmed with the Private Secretary that he would be content with a side copy.
