I hope we can take it that the consultations can be conducted confidentially, since the matters under review are obviously highly sensitive here. I suggest that, to minimise the risk of a leak, the Governments concerned should be told that they are being consulted at an early stage so that their views can be properly taken into account: further consideration and consultation will be necessary here, and there is no question of a final decision having already been taken to do away with the UK ancestry provisions.
Because of the timetable for the preparation of revised Immigration Rules I am afraid we shall need replies by the end of August at the very latest.
