Like Mr Murray I also much favour "British Citizen of Gibraltar" or "British Citizen of Hong Kong" etc. I do not think we have heard the reasons why the Home Office do not like this "British Citizen of ... formula, and Mr O'Neil would also like to know the Home Office objections.

I think we must go back to the Home Office on this. Presumably the best time to do so would be as soon as we have got in all the overseas comments. I think it might be a good idea if I were to write to Mr Woodfield giving our views and, as Mr Murray suggests, having another meeting.
