Students (approximately 6,000 per annum) will be marginally affected as their dependants will no longer be able to take employment in the UK during the period of study and 'students' will not be allowed to stay on after studies are completed.

Another category likely to be affected is aged parents (about 500 cases a year). The age limit remains the same (65 years, although widows under that age can still be considered) but the conditions for entry will be more strict. It will be necessary in future for the host in the UK to accommodate his dependants in accommodation which he occupies himself and the parents will have to show that they do not have any relatives in Hong Kong to turn to and that they have a standard of living substantially below normal here.

Another category likely to be affected is the person of inde- pendent means. Although only 7 applications were handled last year by Immigration Department, it is believed that many more retired people went to the UK as visitors, settled down and then sought permission to stay as persons of independent means. In future prior entry clearance will be mandatory. It is unlikely that many will be able to meet the entry require- ment of a capital sum of £100,000 (HK$ 1, 000, 000) or an assured income of £10,000 (HK$100,000) per annum.

Hong Kong will not be greatly affected by the proposed stricter control on husbands (30 per annum), fiancès (5 per annum), au pairs (4 per annum) and businessmen working to set themselves up in business in UK (about 100 per annum).

Publicity

The proposed changes are expected to arouse interest in Hong Kong. The Foreign and Commonwealth Office has advised that the material in Annex A can be used freely to explain HM Government's proposals, after the publication of the White Paper. The Director of Immigration will be responsible for briefing the media and for publicity. He will stress that the great majority of Hong Kong travellers to Britain will not be affected by the new Rules.
