2. One of the things Bill and I were going to discuss with you concerned the British Nationality proposals. What we have been asked about concerns the rights of any "British Colonial Citizens" should such a third category be provided for. The Home Office view is that, should there be a separate designation with a title that includes the name of the individual dependency, it would be imperative that the dependencies accept as belongers of that territory those who have that title.
3. A second point is that the Home Office would expect, in the transitional provisions, to assign to an individual dependency title those CUKCS who had a father or paternal grandfather born or naturalised in the dependency. This would be on a par with what the UK is doing to determine those who will become British citizens and therefore have the right of abode in the UK.
4. I should be grateful if you would confirm that the Home Office's expectations would be met in Hong Kong in the circumstances I have outlined.
