administrative liberty with the collective title of British Colonial Citizen. Alternative (b) should be acceptable, though the Home Office have so far indicated a preference for the name of the Colony to appear on a separate line below the collective title in a passport. Alternative (c) would be unacceptable because of its implication of an individual citizenship law for a colony. With all the other possible titles the only way of indicating the name of the territory appears to be to show it in brackets following the collec- tive title.

5. I am afraid it is still not possible for us to authorise you to consult your local advisers on this subject. You may, however, like to know that if Ministers agree to a 3- category citizenship we would expect this to be clearly stated in the White Paper; but it may be possible, while giving in the White Paper a very strong indication of the preferred title for colonial belongers, to leave it slightly open in case of reaction from the Colonies. On all other points concerning the new legislation the publication of the White Paper would give an opportunity for dependencies to express further views.
