Mr Murray has asked to see the telegrams setting out the views of the Governor of Hong Kong on the proposed changes in the Nationality Law, and specifically his views on the title for those connected with existing dependent territories and with rights of abode there.

In his reply (Hong Kong telegram number 1161) to FCO telegram number 635, the Governor has indicated a very firm preference for the retention of the title "Citizen of the United Kingdom and Colonies". This is entirely consistent with the view he expressed at a meeting with Mr Timothy Raison in June (Mr McLaren's minute of 15 June). This view was confirmed in an exchange of telegrams at the beginning of July (FCO telegram number 487 and Hong Kong telegram 945).

3. The Governor's opposition to any change in nomenclature extends to an objection to such a formula as "British Citizen Flag F of Hong Kong" (Mr McLaren's minute of 20 July), which is, Flags G & however, the solution favoured by Gibraltar and St Helena.

in Hong Kong from those that apply in the other

territories.

2. It seems to me that the Home Office have not really grasped what the Governor of Hong Kong is getting at in asking for the retention of the title "C.UK.C" for Hong Kong British citizens. Now that he has confirmed (as we expected) that this is a point of major importance, I shall liaise with NTDE ensure that the case is made strongly to the Home Office.
