NATIONALITY BILL
1. In your minute of 13 August (copy sent to other addresses of this minute) you discussed making a further approach to the Home Office about the terms to be used to describe the different categories of nationals of the United Kingdom.
2. As you know, telegrams were sent to Officers Administering Governments in Dependent Territories (to Anguilla etc no 51, 52, and 53 of 7 August) concerning the possible abandonment of the two-tier nationality system and its replacement by a three- category system and requesting their comments.
The more important territories have now replied and the remainder will no doubt do so within a few days.
3. I suggest that you convene a meeting of all departments which are responsible for territories, together with MVD and a legal adviser in order to discuss what line should be taken when writing to the Home Office.

I think that your conclusions should be submitted to ministers before a letter is written. In particular, if there is doubt as to the terminology to be employed in describing the different categories of national, ministers might be asked for their opinion.
