1. Following a meeting with the Home Office on proposed changes in the law of nationality three telegrams were sent to Officers Administering Governments in Dependent Territories (to Anguilla etc., Nos. 51, 52 and 53 of 7 August) enquiring their views on
(a) the abandonment of the proposal for two-tier citizenship
and the substitution of a three-category citizenship with provision for colonial citizens;
(b)
the terms to be employed for the categories;.
(c) whether citizenship should be transmitted through women
as well as through men.

Replies have now been received from all important territories and Mr Figg wishes to hold a meeting in his room (CG 115) at 3 p.m. on Thursday 23 August in order to consider them and to discuss the terms of a letter to the Home Office setting out the FCO view. Please let him know if you will be able to attend, or to be represented.
