Ministers have already been involved, would almost
certainly involve consideration in OD. In any case we
may be approaching the point at which our own Ministers
will have to be made aware of the problem.
5. I think the next step should be a further meeting.
Donald Murray and I would be happy to come over, though
as he and the Head of Hong Kong and General Department
will both be on leave until 12 September I would hope
that we could leave it until then.
