I confirmed that I had been thinking on much the same lines as you, though my initial thought had been to exclude from the general category of CUKC those whose citizenship did not carry the right of abode in either the UK or a Dependent Territory. However, following your explanation of the strength of the UKPII lobby, I agree we should probably keep the umbrella title for all three categories. As agreed, I attach a draft of a telegram I suggest we might send to Hong Kong (and Peking) seeking comments on your new proposal: Ι note that, on looking more closely at the papers, I was wrong in saying that Mr Murray was away until 14 September: in fact he returns on the 12th and it is indeed possible that the proposed discussions with the Home Office may take place later this week. The draft telegram therefore asks for comments by 12 September.
