Your minute of 13 September refers. We do not have very strong views on consultation with Belize; the arguments you put forward in paragraph 2 of your minute have considerable validity. We have three times consulted the Governor on aspects of the Green Paper, which he has, and have three times received no reply. This does not imply intense interest!

We do not expect the new Laws to have much impact in Belize. Belizeans are aware of the Green Paper, and are of the opinion that the changes it proposes only formalise the position of Belizeans as "second class Britishers" but do not actually alter their status. However if pressure from the other dependent territories results in their governments being consulted as you propose, I am certain that it would be presentationally welcome to the Belizeans, although they are unlikely to make any substantial comments.
