matters you raised in your letter, and I had given them further
consideration since my return to Britain.
British Nationality Act 1948
The proposals contained in the 1977 Green Paper
on British Nationality are still under discussion. We have
taken note of the views expressed by the Hong Kong Government
and other interested parties, including the Hong Kong Civic
Association, on the possible change in title for Citizens of
the United Kingdom and Colonies. These views will be considered
very carefully before a final decision is taken.
Home Ownership Scheme
Your proposal that a separate Home Ownership Scheme
should be established for families earning between $5,000 to
$10,000 per month was carefully considered by the Hong Kong
Government but it was concluded to be an inappropriate solution
to the current imbalance between the supply of and the demand
for medium and large flats in Hong Kong.
