could not be made to work.

Ideally such a provision

should enable the UK-born parent to upgrade the status

of any of his children who are minors and born overseas,

subject to fulfilment of the necessary criteria,

which'

could be strict in such cases. We still await a reply

to Richard Luce's letter of 17 August 1979 to Tim Raison

on this subject. Depending on this, we will pursue the

question at official level. We are content with the

other proposals on citizenship by descent but may wish

to follow some minor points of detail.

In addition to the issues mentioned above, there are some

details on other aspects of the proposed bill which need further

consideration and exchanges of view between our two departments.

We hope that these issues will soon be resolved.
