NEW NATIONALITY LEGISLATION, CONSULTATION WITH DEPENDENT TERRITORIES

If there is to be consultation with dependent territories as several departments have urged I think that the arguments are all in favour of consultation immediately before firm conclusions have been reached on main points. I attach a draft submission to Mr Figg and 2 draft telegrams to Governors which indicate the sort of consultation which I think could reasonably be made now and which the Home Office might be able to accept. If you agree I would send a submission to Mr Figg with a draft letter from him to Mr Hilary or Mr Woodfield in the Home Office the lines of which would follow the argument in the draft submission.

We spoke about this friefly yesterday: Hong Kong will not regard this as an adequate substitute for the chance to go over the draft bill line by line before it is cumonnced. Outle other hand it is probably as much as we can realistically expect the Home Office to agree to - and of course the opportunity will wise for comments on details dwing the parliamentary process. The preamble to the telegrams will also need to be adjusted somewhat to suit the circumstances of Hong Kong - but I doubt if we need concern ourselves with that at this stage. For the moment I suggest
