In any
event, should all this happen the same grand-children born in
India and Bangladesh and in Pakistan, if Pakistan returns to

the Commonwealth, would be tsmissible under the present
immigration rules anyway even if they do not have
citizenship.

Consequently, I do not think that a provision for trans-
mission to the second generation in foreign and Commonwealth
countries in present circumstances or so far as one can see,
would inevitably or even probaly lead to an increase in
and probably low immigration into the UK beyond the present, acceptable level
from this source. In resisting transmission to the second

generation we are, I suspect, really though not surprisingly,
playing safe. It will be difficult enought to persuade them to
expansion accept any explanation of their present proposals for trans-
mission of citizenship to the second generation. I see no hope
that they might be persuaded to accept any provision for trans-
mission to the second generation that would create more British
citizens overseas than the present laws do. This would rule out
options (d) and (e); but options (f) and (4) are not ruled out
on that score.
