NATIONALITY LEGISLATION: TRANSMISSION OF CITIZENSHIP TO CHILDREN BOR OVERSEAS

1. The proposal for transmission of citizenship to only the first generation born overseas is a significant departure from the present position for citizens of the United Kingdom and Colonies resident in foreign countries. Although Ministers and others have been aware for some time that this was being proposed it has not been formally con- sidered whether there is FCO objection to the cessation of citizenship after the first generation in British communities settled overseas. therefore attach a draft of a submission which, if Departments agree, I propose to make accepting that transmission should cease after the first generation provided that a satisfactory scheme can be devised for the children of the second generation for UK expatriate businessmer, members of UK parastatal organisations fet al as well as Crown Servants.

Because of the close interest being shown in this subject within the Foreign and Commonwealth Office I have made available full details for those who are interested. Others will not need to read it all. What is sought is your agreement to the recommendations and particularly the last sentence of paragraph 8 as it applies in your tyion.
