CONFIDENTIAL

23. It is proposed that the details of grants of

naturalisation in dependencies by virtue of Crown Service

shall be dealt with in a separate paper, together with that

of Crown Service for British Citizenship.

Dual Citizenship

24. It is suggested that the same restrictions should apply

to the holding of a citizenship in addition to British

Overseas Citizenship as have been proposed in NLR(78)2 for

British Citizenship: that is, that dual nationality acquired

involuntarily should not be affected, but that any British

Overseas Citizen who voluntarily acquires another citizenship

(including British Citizenship) should thereby forfeit his

citizenship. Similarly any Commonwealth or foreign citizen

who is naturalised as a British Overseas Citizen shall be

required to renouce his other citizenship. This arrangement

would apply to British Citizens also. It is also proposed

(see NLR(78)2) that a minor child who is naturalised as a

British Overseas Citizen shall be required to renounce his

other citizenship within two years of reaching majority,

failing which British Overseas Citizenship would be lost; and

a British Overseas Citizen who is a minor, and for whom

another citizenship has been obtained by voluntary means,

shall be required to renounce it within 2 years of reaching

his majority failing which British Overseas Citizenship should

lapse.
