1. Please see Mr Davies' letter of 27 February below.

2. We must now try to produce a more emollient reply to Sir D Roberts' despatch of 7 July. As Mr Davies' realises we will not be able to say very much. But we should try to say a little more than that the views of UMELCO have been noted and will be taken into account. You will have to establish whether Hong Kong can be given an assurance that they will be consulted "before there is any further serious consideration of producing a White Paper" I doubt whether we can realistically provide a statement "of the likely position of HMG towards the whole White Paper concept".

3. We should provide as much information as possible about the work of the Select Committee on Race Relations and Immigration.

4. I should be grateful for a draft reply in due course.

This is a classic case of things looking very different from the 4K and UK angles: the Home Office are very attached to the change of nomenclative. Since it will in practice change nothing for people - Hong Kong - those now entitled to enter the UK will continue to be so entitled, those not so entitled will not be any better or worse off-they simply do not see what all the fuss is about. There is no question in their minds of the changes being directed at Hong Kong"
