Thank you for your letter CZ 340/1 of ï hay.

e did receive the

telegraphic corre pondence on this and I discussed the motter before the release

of the Green iaper with Minister of llome affairs or Rogers.

During the course of two conversations I left with logers copies of PCO

Guidance Tel No 66 of 28 larch 1977 and FCG Tel No 1 Daving of 13 April 1977

to BIS New York and others. I recall also making the point made in PCO Tel

aving No 1 of 23 Harch 1977 to Guatemala City (in which I Consul was asked

to take an opportunity to explain matters to the Guatemalans) that as far as

Belizeans were concerned the practical ef ect of the change from being "citizens

of the h and Colonies without the right of abode in the UK" to that of "British

Overseas Citizens", would be nil. I suspect that it was because of this

that the Belize Government did not consider it worth while offering any coument.

Assuming nothing has occurred in the interim to alter the situation I would

be somewhat reluctant to reopen the question with the welize Government. 0 evr

if Jenartments concerned think we have missed a trick: somewhere along the line

I should be grateful for instructions.
