Thank you for your letter C2 340/1 of I May. e did receive the
telegraphic correspondence on this and I discussed the matter before the release
of the Green caper with Minister of "ome ffairs år ogers.
2. During the course of two conversations 1 left with logers copies of PCO
Guidance Tel No 66 of 28 March 1977 and FCO Tel No 1 Daving of 13 April 1977
to 815 New York and others. I recall also making the point made in PCC Tel
aving No 1 of 28 March 1977 to Guatemala City in which M Consul wns asked
to take an opportunity to explain matters to the Guatemalans) that as far as
Belizeans were concerned the practical effect of the change from being "citizens
of the UK and Colonies without the right of abode in the bK" to that of "British
› verseas Citizens", would be nil. I suspect that it was because of this
that the Belize Government did not consider it worth while offering any couments.
Assuming nothing has occurred in the interim to alter the situation I would
be momewhat reluctant to reopen the questiong with the Belize Government. Liowever
if Departments concerned think we have missed a trick" somewhere along the line
I should be grateful for instructions.
