5. It is necessary for immigration purposes to distinguish

persons who belong to the United Kingdom from persons who

belong to the dependencies. Indeed, that is one of the

principle objects of the Green Paper.: If United Kingdom

nationals who belong to dependencies are given rights of

residence in their dependencies equal to rights of residence

in the United Kingdom given to persons who belong to the

United Kingdom their status would not be evidently inferior.

E. If persons who belong to dependencies are given rights in

their dependencies as proposed in paragraph 5 above it will be

necessary to create another class of national for persons who

have no rights in any territory. This was proposed by the

Governor of Hong Kong when he called on the Home Office (see

minute of 15 June by Mr McLaren of HKGD Annex III). Such

people will of course be at a disadvantage compared with the

rest who have no rights of residence at present so nothing is
