Although the combined population of WIAD's dependent territories is insignificant by comparison with Hong Kong's population, I would like to add WIAD's two penny worth of support to the proposals in Mr McLaren's minute. All of his major points apply with equal force to our dependent territories. If a change in status is inevitable, then the suggested three-tier system seems to me to safeguard the interests of the dependence, and our relations with them, in a much more effective way than the proposals outlined in Mr Gray's minute of 25 June would.
