1. I am concerned by two aspects of the Home Office · Letter to Mr Wall of 5 July and its accompanying docu- ments.

It is essential that no reply is given to the Home Office until departments have considered very closely the proposals from the Governor of Honk Kong for something in addition to British Overseas Citizenship. His latest telegram seems to me logical and compelling and his important arguments must be considered by FCO Ministers. My strong advice will be to press the Home Secretary to give way on this front.

A brief reference to this is made in the draft Home Affairs Cabinet paper enclosed with the Home Office letter under the heading "Transitional Provisions". We need to establish exactly what assurances were given for the UKPH expelled from Uganda and for the UKPH who are still Living in East Africa. On the latter I do not ever recall seeing papers. For the former, however, I recall that there were papers last year discussing exactly what assurances were given to the Indian Government (and others?) on acceptance of UKPH into the UK, and how both we and the Indians might interpret these assurances. The essential political point is that the Indians in particular must be given no cause for believing that we intend to leave them with the whole responsibility for the remaining UKPH in India..
