PROBLEM
1.
To delay the submission by the Home Secretary of a paper
on a Nationality Bill to the Home Affairs Committee of the
Cabinet proposed for 17 or 24 July until the Foreign and
Commonwealth Office agree with those provisions which are of
vital concern to its interests.
RECOMMENDATION
2. To seek Ministerial approval:-
i)
ii)
to reply to the Private Secretary's letter of 5 July
(Annex-A) recommending that the areas of disagreemen
between the FCO and the Home Office be discussed at e
meeting of officials at Assitant Under-Secretary
level; and
on the main issue in dispute (British Overseas
Citizenship), to seek a solution on the lines of
paragraph 6 of this submission.
BACKGROUND AND ARGUMENT
3. There are a number of areas of disagreement between the
FCO and the Home Office over the proposed legislation which
clearly fall within the FCO's sphere of interest.
These include:-
i) the status of dependency belongers (British Overseas
Citizens, in the proposed legislation);
ii) the abandonment of British Subject status;
