The refugees are located in the following processing centres: Fabella, FT Bonifacio, Tara Island and Puerto Princesa on Palawan Island. The Philippine Government is responsible for the administration of those camps. UNHCR reports that on 31 October, 6,259 refugees were in the Philippines.

Delegation

With the arrival of the League delegate, Mr. Enrique Cañas, made available by the American Red Cross, and Mrs. Marie M. Zutter, from the ICRC Tracing and Mailing Services in Geneva, the Society's assistance programme to the refugees has been intensified.

Situation

The Philippine Red Cross Society has established offices in the refugee processing centres on Tara and Palawan Islands where they have a milk feeding programme for 1,000 children aged 1-12. On Tara Island, food and medical assistance to some 600 local people is being provided. All centres have a medical assistance programme. Limited banking services to cash cheques are made available by the Society.

(Relief goods were distributed to 47 families on Tara Island who were victims of typhoon Uring on 15 October.)

The Philippine Government is now establishing a refugee processing centre in Morony Bataan for 10,000 refugees. This centre can eventually be expanded to hold 50,000 refugees. The facilities on Tara Island, when com- pleted, will hold the present population of some 3,000. The refugee pro- cessing centre in Puerto Princesa will be expanded to hold 6,000 refugees.
