Thank you for your letter of 9 November about the language training scheme for Vietnamese refugees. The Governor was unfortunately unable to deal with it before leaving.
As a Government we have a great interest in any means of increasing the speed of resettlement of refugees from Hong Kong. I have no doubt that English language training will help greatly with the resettlement programme in the United Kingdom. As such I welcome the idea. I under- stand you are continuing to discuss the details with Morris Morgan.
We have also, of course, a great interest in the continued development and success of the programme for teaching English to the more permanent members of the Hong Kong community. I know what a great demand there is for British Council teaching in this field. I hope that nothing you do for the Vietnam refugees would be at the expense of the programme for local Chinese.
I see that the proposal is to look for funding for the programme from the Home Office. Since this will help their resettlement programme in the United Kingdom, I agree that this is a good starting point. Please let us know, however, if this method of funding runs into difficulties.
