It is proposed that adult refugees who have been accepted by Britain and who are awaiting departure should be the target. These refugees are sent to Argyle Street No. 3 camp where the normal waiitng period is 2 4 weeks.
At any time there are about 500 refugees bound for Britain. About 350 are adults.
The training would be in survival English for those adults with no English at all. It is estimated that about 200 adults would be in this category.
Refugees are not allowed to go out to work from camp No. 3 but they can leave the camp during the day for up to 42 hours per week.
There is, therefore, time and opportunity to teach basic English so that no adult refugee arriving in Britain from Hong Kong should be completely unable to communicate.
Motivation among refugees, however, has been a major problem in the English programmes in other camps. It is, therefore, of great importance that the content and teaching of these courses should be very relevant and of the highest standard.
Since H.M. Government has set July 1980 as a target date for the completion of the refugee intake of 10,000, it is proposed that courses be run January - July 1980.

Based on marginal costs with a 10% addition for administrative costs, the cost per teaching hour is $120 or 12. (A complete breakdown is available)
The cost of 200 students in 10 classes @15 hours per week will be b1,800.
