The proposal is that the British Council should undertake the organisation of courses in basic English for 1,600 refugees between June and July 1980. Details of the proposed organisation are given in the attached correspondence between the British Council Representative in Hong Kong and the Government of Hong Kong.
You will see that it has been suggested that we should approach the Home Office for funding for these courses. It seems appropriate that we should refer this proposal to the FCO as our sponsoring department for your endorsement before passing it on to the Home Office. I should be grateful if you could give this matter your urgent consideration. You will understand, I am sure, that it is necessary for administrative planning to begin as soon as possible if these courses are to take place in January.
