Mr. Wheeler asked the Secretary of State for the Home Department if he will list, by year since 1973, the total number of occasions a constable has used the power under section 34 of the Criminal Justice Act 1972 and taken a person to a detoxification centre.

Deportation

Mr. Marlow asked the Secretary of State for the Home Department, how many people have been deported sub- sequent to conviction of offences punish- able by imprisonment for each of the last 10 years; and in each year what proportion this represented of those who commited offences for which deportation can be ordered.

The number of deportation orders en- forced in a calendar year do not all relate to court recommendations made in that year. Figures showing the total number of persons subject to immigration control and not exempt from deportation who were convicted of offences punishable with imprisonment are not available.

Vietnamese Refugees

Mr. Marlow asked the Secretary of State for the Home Department when the commitment to 10,000 refugees from Vietnam will have been fulfilled; and what will be the rights of settlement of

Written Answers relatives of the 10,000 refugees who will not have arrived with the 10,000 refugees.

Mr. Raison: It is not yet possible to say when the commitment will have been fulfilled. As far as possible, the selection of refugees keeps family groups together. No decision has yet been made on the position about claimed relationships after the quota has been fulfilled.

Fourth Television Channel

Mr. Gordon Wilson asked the Secretary of State for the Home Department what proposals he has received concerning the fourth television channel and Scotland.

Mr. Whitelaw: I have received repre- sentations to the effect that there should be access to the fourth channel for programmes by Scottish independent producers and also programmes trans- mitted only in Scotland. These options would be possible under my proposals.

Television (Welsh Language Programmes)

Mr. D. E. Thomas asked the Secretary of State for the Home Department how many letters he has received asking him to reconsider his proposal to place Welsh language programmes on two channels rather than establishing a Welsh language service on the fourth channel; and if he will make a statement.

Immigration

Mr. Marlow asked the Secretary of State for the Home Department what powers the immigration service has con- cerning security at ports and airports.

Mr. Raison: Immigration officers act in accordance with powers contained in the Immigration Act 1971. They also have certain powers derived from the Prevention of Terrorism (Supplemental Temporary Provisions) Order 1976, as amended.

Mr. Marlow asked the Secretary of State for the Home Department how many unmarried men of marriageable age have come to the United Kingdom since 1 January 1973 (a) with the purpose from the Indian subcontinent to settle
