1 have recently had talks with the departing UNHCR kepresentative, Anders Johnsson, and, separately, with his in addition, Community British successor, Bill Clarance. Heads of Mission had a useful meeting last week with both Johnsson and Clarance. Some of the following points which emerged relate to what I said in my letter of 9 October to Donald Murray about refugees, and in particular to the rather critical remarks I made then about the UNHCR effort here.

First, about the visit of Turkman (waldheim's special
