VIETNAMESE REFUGEES
On 2nd October 1979, Council discussed the reported state of
health of Vietname se refugees and the conditions and ration scale in the camps and asked for a report.

A report from DMHS on the general health of refugees is attached as Annex A. This report may be summarised as follows:

Due to the generally low health standard in Vietnam, and the privation refugees have suffered in reaching Hong Kong, their resistance to lower than that of HK's public. so in the case of children up to 4 years of age. However, over the last three months, the standard of health of refugees has improved, and the death rate per 1,000 has fallen from 1. 2 in July to 0.5 in September.
Infant and Young Children
The majority of the se deaths occur in the 0 to 4 age group (66.7% of all deaths in July, 73.3% in August and 65.6% in September). The major causes of death are post-measles pneumonia and broncho-pneumonia. There has been a decline in infant mortality rate from 98.9 deaths per 1,000 live births in July to 35.9 in September. By comparison the infant mortality rate for the general population of Hong Kong was 10.3 for the 3rd quarter of 1978.
Medical and Health Provisons
Clinics in refugee camps, run by Government or voluntary agencies, provide primary health care for refugees. Details are given in Annex B. The se are backed up by the whole system of Government hospital services where serious cases are admitted for treatment.
