INTRODUCTION

It is a pleasure to join with other delegations in welcoming

the High Commissioner, Mr Hartling, to the Third Committee. We

warmly appreciate the work of the High Commissioner and his dedicated

staff throughout the world. Their job is harrowing, in many cases

heart-breaking, but it is also immensely rewarding.

We are grateful to the High Commissioner for the introduction

of his annual report. We are also grateful to the Secretary-

General for personally introducing his report on the Geneva

Conference on Refugees in South East Asia and its follow-up.

Mr Chairman, we cannot shut our eyes to the fact that in the

majority of cases, it is the actions of governments which create

refugees. Apart from wars, it is in many instances the denial of

basic human rights enshrined in the Charter and in the Universal

Declaration of Human Rights which cause mass exoduses of refugees
