VIETNAMESE REFUGEES

1. I met the Australian Counsellor for refugee affairs at lunch recently and I enclose a copy of a minute recording our talk.

2. His comments about the decrease in the Malaysian departure rate strengthens the information we received from the UNHCR in early November (our Telno 402 refers).

3. The New Straits Times of 16 November carried a report that the UNHCR hoped to close down one of its transit camps at With the Belfield Road on the outskirts of Kuala Lumpur. decreasing number of refugees arriving in Malaysia there was no longer a need for it. According to latest UNHCR figures there are 31,227 refugees in various camps in Malaysia awaiting acceptance by third countries. A further 7,679 had been accepted for resettlement and were waiting to leave in transit camps.
