seeds of a serious refugee problem. Mr. Dehaan agreed witn this, but pointed out that those Iranians who were leaving, mostly for the United Kingdom or the United States of America, were generally not destitute: on the whole they were middle- class Iranians and many of them were students.

Mr. de Haan mentioned the potential refugee problems in Africa, particularly Southern Africa. He said that there were some two hundred. to two hundred and fifty thousand people in Mozambique waiting to return to Rhodesia, and that, after a constitutional settlement had been reached, there might be a number of people in Rhodesia who would wish to leave. He assured the Home Secretary that the UNHCR stood. ready to give such assistance as it could should this be necessary.
