There was still a slight shortfall on the $60 million appeal for Cambodian refugees in Thailand. Mr Hurd apologised for the lack of a UK pledge on 16 November. The size of the whole aid budget was under discussion. The contribution of £7.2 million in 1979 was more than ever before, because of the special circumstances in Indo-China. Our contribution this time was unlikely to be as much. The funds allocated for relief in Cambodia had only been found at the expense of squeezes elsewhere and money would also be needed for Rhodesia.

Refugees in the Horn of Africa

Mr de Haan said the UNHCR were trying to devote more attention to refugees in the Horn, and gave details of the size of the problem, which he said seemed to be getting worse. He would shortly be visiting Addis Ababa, Mogadishu and Jibuti.
