10 MONTSERRAT'S PROPOSAL TO ACCE 20 VIETNAM REFUGEES
1. I suggest you add the following to paragraph 1 of the draft telegram: "However UNHCR will pay for transport to Montserrat".
2. Re your para 2, I am not sure who you I envisage here would pick the refugees. suggest "The Hong Kong Government would be only too pleased to pick them for you if you let them know what skills you want. The best thing would be for you to contact Hong Kong direct".
3. The telegram should of course be copied to Hong Kong.
