I have just seen Hong Kong telno 1/87 in reply to your telno 858 (

(may we have a coo?) which has crossed with my letter of today to Ian Orr (copied to you) enclosing a note by UNHCR answering some of these points, of which the briefing will need to take account. UNHCR are, of course, quite right in saying that it is not customary for them to meet the management costs incurred by governments.

At the Executive Committee several asylum countries, notably Sudan with 400,000 refugees, pointed out the enormous contribution they then- selves make in resources and land to support refugees. The UNHCR note also confirms that they are prepared to take over the five camps in Hong Kong (para 4 of TUR).
