1. Mr de Haan (US), Deputy UNHCR, is in London in place of Mr Hartling to give a talk at Chatham House. The Secretary
of State had intended to receive Mr Hartling but ill health
has caused the latter to cancel his visit. Instead,
Mr Blaker has agreed to receive Mr de Haan.
2. Mr de Haan has told us that he wishes to talk generally
about refugee problems but with particular emphasis on Hong
Kong and Indo-Chinese refugees. Mr de Haan was the leading
UNHCR negotiator of the '7-Point Programme' for orderly direct departure of refugees from Vietnam.
3. I submit the following briefs in the form of Points to
Make and Essential Background:
