Following my letter of 9 October to Robin McLaren you were good enough to arrange for a telegram to be sent to Hong Kong (817 of 11 October).

I have since seen the Hong Kong reply (Tel 1455 of 18 October). though we were misled by the voluntary refugee organisations as to the numbers called forward from Hong Kong in September (it turns out that some were intended to come from Malaysia and Thailand). I should like to set the record straight and to respond to Hong Kong's final paragraph on flight arrangements for November/ December and I should be grateful, therefore, if you could see your way to sending a telegram along the lines of the attached draft. (Our Deputy Secretary Philip Woodfield will be arriving in Hong Kong over the weekend and it might be desirable, therefore, to round off this correspondence before his talks with the Governor begin.)
