This will confirm our various telephone
conversations concerning the subject vessel and the problem in connection with the 119 Vietnamese Refugees currently on board.

Geographically, the vessel is at this writing, discharging in Tsingtao and it is anticipated that she will complete these operations on the 31st instant and be returned to us by the Charterers. Thereafter, she proceeds in ballast across to Moji in Japan to take up Time Chartered Employment with the Japanese Shipping Company Mitsui O.S.K. of Yokohama for a voyage from Japanese Mainland Ports to the Arabian Gulf.
Naturally, the forthcoming Charterers are fully aware of our problem and it is one of the conditions of engagement that she is free of the Refugees before commencement of loading operations. This makes it imperative that disembarkation, if not taking place in Tsingtao, must occur at Moji, and we appreciate that the British Government, through our Tokyo Embassy, is pursuing such arrangements.
On the basis of free-date, as indicated, we would anticipate the vessel's arrival in Moji either 1st September evening or 2nd morning and from telephonic advices you will undoubtedly have passed this information on to Tokyo.
We sincerely trust that the Japanese Government will honour their Policy as recently stated at Geneva and give temporary
