POPULATION PLANNING MEETING IN ARGENTINA

The ICEM representative in Buenos Aires was invited to participate in the first National Meeting on Population Increase through Migration, which took place in Buenos Aires on 30-31 July. The meeting was pre- sided over by the Minister of the Interior and attended by officials from the Federal Government and all the Provincial Governments. the conference it was repeatedly stressed that Argentina needs to increase its population and that immigration is an important factor. The lack of manpower in the agricultural area and demand for skilled manpower within certain industrial sectors were pointed out in the documents presented by each of the six working commissions of the conference.
The ICEM representative delivered to the participants a document describing ICEM activities undertaken on behalf of the Latin American countries such as the Selective Migration Programme for Transfer of Technology through Migration, the Return-of-Talent Programme and the Intra-Latin American Migration Programme.
UNESCO EXCHANGE PROGRAMME OF MIGRANTS AND EDUCATORS/COUNSELLORS
Miss M. Koroma of UNESCO's Division of Equality of Educational Opportunities and Special Programmes recently spent two days in Geneva for talks with ICEM officials concerning evaluation of the exchange programme and plans for further action. Earlier this year UNESCO planned and implemented this exchange programme in close coordination with ICEM. The programme entailed an exchange of educators between Portugal-France, Turkey-Germany, Yugoslavia-Austria, Morocco-Netherlands, Spain-Belgium and Italy-Switzerland. The idea for such a programme originated with a recommendation made at ICEM's Second Seminar on Adap- tation and Integration. ICEM consultative assistance was provided in the early planning stage, and some of ICEM's European Missions helped with initial contacts and discussions between local authorities and national UNESCO commissions. Stressing that ICEM's help had been most valuable and timely in launching the programme, Miss Korama expressed her appreciation at the results achieved. UNESCO is planning another programme for 1980 which would cover countries of other geographical regions such as Africa and North America.
