NETHERLANDS AID TO VIETNAMESE REFUGEES

1. You will have seen Dutch COREU telno cpe/bil etr 303 of 29 August, which stated that the Netherlands Government had contri- buted Fls 14.64 million towards refugee programmes in South East Asia. On further enquiry at the Foreign Ministry I was told that this sum represented the total of official aid paid so far this year, and that it had all been spent on organisations working for the refugees in South East Asia, such as the Christian Aid Missionary Alliance (my letter of 23 July to Morgan, UND).
2. It is, I think, worth pointing out that this money does not represent the full extent of Dutch aid to the refugees. A campaign was launched on 26 August to raise money in the Netherlands for Vietnamese refugees. The Prime Minister made a television appeal. The appeal organisers announced on 6 September that some Fls 28 million had already been received. The total was expected to reach Fls 30 million as against an original estimate of Fls 20 million. This is the highest amount ever collected from the Dutch public in aid of refugees. The organisers noted that although receipts from campaigns begun simultaneously in nine other European countries were still not known, the estimated yield from all ten countries was about Fls 90 millions. It was unlikely that the Dutch contribution would be exceeded in any other country.

The organisers said that Fls 4 million would be spent in Indonesi: (Fls 2 million to move refugees to more accessible islands, the other Fls 2 million to establish an emergency hospital on Galang, and to buy emergency goods). Other funds would be allocated to aid projects in Hong Kong and Thailand to support private organisations working for the refugees. But it is not yet known where the bulk of the money wil be spent, or how The Foreign Ministry official to whom I spoke said that he thought it would be difficult to spend much more money on refugees in South East Asia, since there were simply not enough per- sonnel working in South East Asia to be able to cope with the extra work that so much more money would entail. He said that the organisa- tions working there had already reached "saturation point".
