I have seen Mr Head's letter to you of 26 September. When he spoke to me yesterday to say it was on the way, I said that I could see no difficulty in principle about asking our Mission in Geneva to speak to ICEM but this would need to be handled carefully since we are not members of the Organisation and do not pay them an annual subscription.

Having now seen Mr Head's letter, however, I should have thought it better to defer a decision on whether or not UKMis Geneva should speak to ICEM in Geneva until we have seen what ICEM officials in Hong Kong have to say if, that is, you agree that the Governor's office should speak to them. To cover this, I suggest redrafting the passage in square brackets in the enclosure to Mr Head's letter as follows:-
"Depending on your report, we should be ready to consider whether an approach should be made to ICEM headquarters in Geneva. (Although ICEM are reimbursed for these transport costs by UNHCR, any approach to their headquarters would need to be handled with care. We are no longer members of ICEM and make no contribution to its funds, although we have in the past responded to their ad hoc appeals.)"
