China, who, at the request of the UN High Commissioner for

Refugees we have agreed to accept for settlement, and about

whom Lord Carrington spoke at the recent meeting at

Geneva. We are also doing all we can to ensure that

Hong Kong gets its full share of the resettlement places

offered by other countries.

In deciding to make additional resettlement places

available in the United Kingdom, the Government considered

the humanitarian considerations to be overriding,although we

took full account of is commitment to strict control of immigration.

We shall certainly continue to pursue policies to this end

irrespective of any concessions made on humanitarian grounds

in favour of refugees.

At Geneva 260,000 offers were made of resettlement places for Indo-Chinese refugees. According to the French F Minister, France had since 1975 accepted as many as 61,000

refugees and had agreed to take a further 5,000.
