your letter of 24 July, with which you enclosed your

correspondence about Indo-Chinese refugees with:

200,000 more recent arrivals have placed a heavy

additional burden on Hong Kong's social development

plans. Nevertheless Hong Kong has sinee-4975

additionally accepted 14,000 people from Indo-China for

settlement since 1975. These have either been

dependents of permanent residents of Hong Kong, or

were rescued at sea by Hong Kong-registered ships;

The Hong Kong Government continues to accept for

permanent settlement refugees who fall into these two

categories; but to take another 60,000 who do not, would be difficult a dud.

It was out of concern for Hong Kong's predicament that the Government has decided to take from
