Sir Jack paid a number of official and Ministerial calls.
He and I also had a useful exchange with the Governor-General,
Sir Zelman Cowen, who later entertained Sir Jack and
Lady Cater to lunch.
4. I accompanied Sir Jack on his call on Peter Henderson, Acting Secretary at the DFA, when we explained in fairly bald terms the problem facing Hong Kong. Henderson admitted that Australia's preoccupation was more with the refugees at present camped in Malaysia and Indonesia, because they were potential boat arrivals at Darwin. A round-table dis- cussion at the DFA followed this call. The Joint Intelligence Office, Office of National Assessments and other interested Departments were represented and discussion concentrated on the future of Hong Kong and Hong Kong/China relations as well as on the Indo-Chinese refugee problem. Cater later saw the Director-General of ONA. They discussed security issues and in particular the significant security value of Hong Kong to Australia.
5. A subsequent call on the Secretary of the Department of Immigration and Ethnic Affairs, Lou Engledow, and some of his senior officials enabled us to describe very forcefully the mounting difficulties faced by Hong Kong through the continuing arrival of refugees with no early prospect of settlement elsewhere. We also told Engledow bluntly that Australia's performance in taking last year only 1.8% of the boat refugees in Hong Kong was quite derisory. He took all this quite well and expressed a desire to do something for Hong Kong.
