Mr Ropner on the lines that his point is well taken
and that, in practice, the quota will be administered
in such a way as to allow for the possibility that we
may have to accept at short notice refugees picked up by
a British flag vessel. I would hope that this would go
some way to alleviating the shipping industry's concerns
and reduce the pressure for a more positive public commit-
ment.
